Description: Under the close supervision and guidance of the Education Manager (P4) the programme assistant supports the Education Section at the Cox’s Bazar Field Office by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement and monitor implementation of work plans, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations. Responsibilities: • Facilitating the processing of contracts for consultants, vendors and external partners that support the office in programme delivery. • This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in VISION, and making necessary logistical arrangements. Keeps and ensures vendor lists, partners, and consultant rosters are regularly updated. • Collecting invoices and filing documents for approval and thereafter processing in VISION and Mycase. • Preparing and maintaining records, documents and control plans for the monitoring of project/programme implementation and financial expenditures. • Supporting the management of administrative supplies and office equipment; • Supporting procurement and management of programme supplies by raising sales and purchase orders, tracking payment of vendors; tracking and taking timely action related to open commitments in Vision • Maintaining office calendar and arranging meetings. Taking minutes of meetings and keeping the correspondence of the team well organized. • Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaising with relevant travel focal points to ensure that the organization obtains the best service and price for all travel. • Maintaining and updating a system which monitors the absence of staff. • Preparing and maintaining records pertaining to programme planning and development for the Education Section and other sections as needed. • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual/rolling work plans and makes amendments and alterations as per section revisions when necessary. Requirements: • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization. A minimum of five years of progressively responsible administrative or clerical work experience is required. Experience working in an emergency context is considered an asset. Description: The consultant will conduct research of publicly available resources to compile a report on the USFs/USOFs or, where there is no government USF/USOF, on a comparable government scheme in the eight countries in South Asia. The consultant will compile gathered research into a report and prepare a PowerPoint presentation summarizing the findings in the report. The report will cover the following on a country by country basis: Responsibilities: • The existence in the country of a USF/USOF or a comparable scheme; • Applicable legislative arrangements and their provisions for: • Establishing the USF/USOF and any associated statutory bodies; • Applicable governance framework and its structures; • Applicable levying mechanism to raise funds for the USF/USOF and to what entities do these apply, eg. Mobile network operators, • Internet service providers and/or any other commercial entities; • Scope and range of services, projects, initiatives and other schemes permitted to be funded/supported by the USF/USOF under the governing legislation and the USF/USOF mandate; • Limitations and/or constraints imposed on rollout and deployment of services such as: • Stationary and mobile voice services; • Broadband and mobile internet services to the communities; • Broadband internet services to educational, health and other facilities; and • Capacity development, skills development and training, eg. for girls and women. • Applicable methods of disbursement of funds and/or funding projects, eg. through government tenders. • Current state of the USF/USOF, including the overview of its operation, level of independence/autonomy, current balance of unspent funds and, subject to the availability of the information, funds collected and expended over the last 5 years (2014 to 2019 or 2015 to 2020); Requirements: • A post-graduate degree (eg. Master’s) in IT, engineering, economics, international development or closely related field. A Bachelor’s degree with additional work experience may be accepted in lieu. • A minimum of 10 years’ experience at a mid- or senior management level, working in telecommunication sector or researching government/private sector policy issues, preferably in relation to government telecommunication policies. • Proven ability to conduct research and prepare research reports. • Proven ability to work under tight deadlines and driving for results. • Familiarity with the telecommunication environment and government policies in South Asia region preferred. • Strong written and communication skills. • Fluency in English is required. Further advanced degrees will be an advantage. • Proven experience with social communication/marketing in relation to WASH and Health issues. • Must have experiences of developing communication strategies and developing IEC materials for UN, GoB or any other agencies. • Experience in design of multi-level, cross sectoral C4D/SBCC interventions at national and sub-national levels. • Minimum Eight-Year experience in social development planning and evaluation; • Must have proven writing skills in English, as well as good analytical and presentation skills • Prior experience of working with UN agencies and / or other child rights organization will be important; • Knowledge of the socio-economic barriers to gender equality and social inclusion, behavior change and WASH issues in country is necessary. • Prior experience on developing Arsenic mitigation communication material will be an asset.
